17. Speed Control: Regionals

1. 20% participation requirement

1. A boat manufacturer may meet the 20% Regional participation requirement as outlined in Quantitative Requirements on page 10 of the Towboat Policy Manual using all approved speed control/towboat model combinations. For example, an approved boat model could pull 18% with one speed control device and 2% with another as long as both speed control devices were approved with that boat model.
2. A speed control system must pull 20% of the events in a particular region to qualify to tow that Regional Tournament. The guidelines used for determing the 20% for speed control are the same as those used for determing towboat participation ( page 10, Quantitative Requirements). For example a speed control system could pull 10% in one boat model, 8% in another boat model and 2% in a third as long as all three of these combinations were tested and approved. A speed control device must be used in an event to get credit for that event , except in tricks where it must only be available.

1. Same boat model/multiple speed control systems

1. If a boat manufacturer meets the quantitative requirements to tow a Regional Championship and the boat model is approved with more than one speed control system, at the towboat manufacturer’s discretion the towboat manufacturer may supply boats at the Regional Tournament with more than one quantitatively qualified speed control device.
2. A boat manufacturer qualified to tow a Regional Championship with more than one speed control device may choose to supply boats with only one speed control brand.
3. If a manufacturer chooses to use more than one approved and quantitatively qualified towboat /speed control combination at a Regional Championship Tournament, it is required that:

1. The boat manufacturer supply a minimum of two boats equipped with each of the speed control systems qualified for use.
2. Each of the speed control brands being used must be the same hardware and software version.

1. Only one towboat model/speed control brand combination will be used in an individual division of an event. (For example Men 3 slalom must be pulled with a single boat model/speed control combination

1. Towboat Assignments

1. The assignment of boats to events or groups of events shall be made by random draw.
2. The distribution of events, groups of events, or number of skiers per qualified boat model shall be done as evenly as possible dependent on individual Regional guidelines.
3. In the case of a towboat model qualified with more than one approved speed control system and the manufacturer supplying the required number of boats of each combination a second "sub draw" shall take place. The original assignments for that towboat model as determined by the previous items 1) and 2) shall be divided between the qualified speed control brands for that boat model.
4. The Chief Judge and Chief Driver for each Regional Championship shall ultimately decide the number of towboat model/speed control combinations required for their respective Regional Tournament.

18. Speed Control: Nationals

1. In order to tow the Nationals each speed control manufacturer must:

1. Meet the 20% participation quantitative requirement in each of the 5 Regions.
2. Participate in each of the 5 Regional Championships.
3. Have had a successful performance in 4 of the 5 Regional Tournaments.

1. At the discretion of the towboat manufacturer a boat model that has qualified for Nationals with more than one speed control brand may supply boats at the National Tournament with more than one quantitatively qualified speed control device.

1. Each of the speed control brands being used must be the same hardware and software version.
2. In the case of a manufacturer using multiple towboat/speed control combinations a minimum of 4 of each towboat/speed control combination shall be supplied.

1. A manufacturer that has qualified a single boat model with multiple speed control brands may

choose to supply boats with only one brand of speed control. In the case of a boat manufacturer supplying only one towboat model/speed control combination, a minimum of 6 boats is required for Nationals.

2. Towboat Assignments

1. The selection of boats and the assignment of boats to specific events shall be made by AWSA headquarters via. Random draw.
2. In the case of a towboat model qualified with more than one approved speed control system and the manufacturer supplying the required number of boats of each combination a second "sub draw" shall take place, The original assignments for that towboat model as determined by USAWS shall be divided between the qualified speed control brands for that boat model.
